I’m looking for studies on tandem parking in a condo unit. Do people tend to park on the street instead?

I need actual research or studies that show whether the building code, which allows for tandem parking (2 cars to a stall), actually gets used by both occupants of the same unit. Or does one occupant generally park on the street (assuming the street is safe) while the other uses the parking space as if it were a single space?
