Kings Park, being a park, does not have any hotels in it.
The views of the skyshow are good from Kings Park, but you would need to get there early in the day to get a good spot.
There is a restaurant, Frazers I think, but it is probably booked for years in advance on the skyshow night.
I’m pretty certain that there are no hotels with river views in South Perth.
Assured Waterside Apartments may meet your expectation. They are facing to Kings Park and right on the river bank (South Perth).

If you can accept a good view of the Skyworks without the skyscrapers in the background, try Mounts Bay Water Apartments. It is located on the north river bank. I used to live in the apartments for months. On Australia Day I had a view of the Skyworks on my balcony.
